SK-Pharmacy LLP, the Single distributor providing population with medicines within the guaranteed volume of free medical care, have initiated and developed a draft decree of the Government of the Republic of Kazakhstan to replace the existing decree of the Government of the Republic of Kazakhstan no. 1729 dated October 30, 2009, "On approval of the Regulations on organization and conducting of the procurement of medicines, prevention (immunological, diagnostic, disinfecting) medicines, medical products and medical equipment, pharmaceutical services to provide the guaranteed amount of free medical care, as well as the draft amending the Decree of the Government of the Republic of Kazakhstan No.515 dated July 8, 2015 "On approval of the Rules of procurement services for the storage and transport of medicines and medical products within the guaranteed volume of free medical care by the Single Distributor and the introduction of amendments and additions into certain decisions of the Government of the Republic of Kazakhstan».

This task set by Plan of the priority actions on implementation of social and economical policy within the framework of the Plan of the nation "100 concrete steps" - five institutional reforms on the 2 quarter of 2016.

Projects developed in order to implement the Laws of the Republic of Kazakhstan from November 16, 2015 "On mandatory social health insurance" and "On amending some legislative acts of the Republic of Kazakhstan on the issues of mandatory social health insurance".

The main objective is to improve the existing legislation on the procurement within the guaranteed amount of free medical care and medical assistance on compulsory social health insurance.

The project provides the opportunity to conduct e-procurement. These amendments will allow gradual and painless transition of the Single distributor to e-procurement and increase the transparency and openness of procurement planning process, reduce suppliers’ costs, minimize administrative barriers, and reduce personal contact with potential suppliers.

It is also proposed to approve the list of the Single distributor for three years with indication of the amount of the minimum stock, regulation of health care organizations planning, reduction of payment to suppliers from 90 to 75 days, the possibility of extending long-term contracts, previously concluded with domestic commodity producers up to 10 years, the establishment of the procedure of medical equipment procurement by the lessor by way of competition and procurement from the domestic manufacturer, leasing issues attributed to the competence of solely KazMedTeh JSC.
