In Address to the nation, "Kazakhstan's way-2050" President of the State Mr.Nursultan Nazarbaev has defined health as a key factor in the development of the republic.
To achieve relevant targets aimed the new State program for the development of health of the Republic of Kazakhstan «Densaulyk» for 2016-2019 that involves the consolidation and improvement of the successes achieved, eliminating existing problems in health care, systematic modernization of the system. Improvement of medicines supply, increased efficiency in the use of medicines and medical products is the main focus of the State program.
Implementation of the National Medicine Policy includes ensuring of accessibility, quality, security and effective use of medicines.
In order to improve the system of medicines and medical products procurement was created the Single system of distribution of medicines and medical products. One of the main tasks of the Single distributor is to promote the development of the pharmaceutical industry, as well as improve the sustainability and competitiveness of the pharmaceutical industry of Kazakhstan. In order to implement this task the Single distributor for the period from 2009 till 2016 have concluded 25 long-term supply contracts with 16 domestic producers.
So, the Single distributor for 2016 implemented procurement on all 956 items of medicines and medical products for the sum of 104.2 billion tenge, of which the share of domestic producers is 24% accounted for up to 25.1 billion tenge on 398 items.
The main strategic direction of the company is saving the budget. The total savings for the entire period of its activities from 2009 till 2015 exceeded 41 billion tenge, where the greatest economic effect from 2012 due to purchasing of medicines under direct contracts directly with foreign manufacturers by excluding the procurement chain of dealers-distributors.
In this regard, the company intends to hold negotiations at the headquarters of the foreign manufacturers to establish and maintain mutual cooperation, avoiding dealers and to obtain the maximum price discounts.
Currently, direct procurement carried out on 17 items of medicines on total sum of 18.9 billion tenge and amounted to 18% of the total purchase.
Work pursued by the Single distributor has great social importance for the population of the Republic of Kazakhstan. The successful holding of the two-stage competitions for purchasing medicines and medical products to reduce prices, as well as procurement for 2016 at prices installed prior to the devaluation, lower margins from 15% to 8% showed the effectiveness of the implemented system of distribution.
