SK-Pharmacy LLP is the Single National Operator on procurement of medicines, medical products and medical equipment for the implementation of the guaranteed amount of free medical care (GOBMP). One of the basic strategic directions of SK-Pharmacy LLP is saving the budget.

The total savings for the entire period of its activities from 2009 till 2016 exceeded 41 billion tenge, where the greatest economic effect from 2012 is achieved due to procurement of medicines under single source contracts directly with foreign manufacturers.

The largest share of the amount of the procurement is in 2012. The partnership has saved 1.74 billion tenge of budgetary funds, amounting to 47.2%.  5 single source contracts concluded for the supply of 6 medicines to the sum of 4.7 billion tenge.

In this regard, activities to reduce the cost for procurement of medicines and medical products without analogs, registered in the Republic of Kazakhstan by procurement directly from manufacturers.

These measures will ensure the budget savings by eliminating purchase chain of dealers in the form of local distribution companies and create conditions for the development of competitive environment at the pharmaceutical market of the Republic of Kazakhstan.

Procurement carried out under single source contracts on 18.9 billion tenge on 17 items, which is 18%.

Thus, an increase in the percentage of procurement from foreign manufacturers: in 2012 it was 5.8%, in 2015 - 7.8%, in 2016 -18% of the total procurement.

Work to conclude single source contracts for medicine without analogs is one of the priority directions of the Single distributor’s activity. Started in 2011, it is already bring tangible results: savings only in this direction amounted to 4.4 billion tenge.

In this context, it is planned to visit the headquarters of foreign producers (manufacturers) to establish and maintain mutual cooperation within the framework of the direct purchase of medicines without analogs, avoiding dealers and to obtain the maximum price discounts.
