In the framework of the round table of 23rd Kazakhstan international exhibition "Healthcare" - KIHE 2016 on the topic "Common market for medicines and medical devices in the EEU. Development strategy of the Single distribution system of Kazakhstan" was signed a number of Memorandums between the LLC "SK-pharmacy", and such foreign companies as "Glaksosmithklein Export Ltd (UK), "Octapharma AG (Austria), "F. Hoffmann-La Roche Ltd (Switzerland), "LLP Kazakhstan Servier" (France), BoehringerIngelheim Pharma Gesellschaft m. b.X. in Kazakhstan" (Austria) and Novartis (Switzerland).

During the round table as the topics for discussion were the measures taken to support domestic manufacturers, attraction of investments into the pharmaceutical sector of Kazakhstan, the future development of information technologies, automation of accounting of medical products and its implementation, as well as, improving the system of admission of medicines to the market of Kazakhstan. Vice Minister of Ministry of health of Republic of Kazakhstan Alexey Tzoi, said that the signing of memorandums between the single distributor of pharmaceuticals "SK-pharmacy" and foreign pharmaceutical companies provides a unique opportunity to reduce drug prices, provides guarantees for the direct, and most importantly timely delivery of these medicines from foreign factories. "Overall, this policy of the state now leads to a reduction in the cost of drugs, availability and quality of medicinesfor citizens", - adds Alexey Tsoy.

According to the Chairman of the Board of "SK-pharmacy" NurzhanAlibayev the importance of direct contracts writing is that they open the possibility of higher quality of procurement of medicines, and namely from foreign pharmaceutical manufacturers.Also, these strategic actions of the company solve the question of pricing and help to save budget. For the period from 2011 to 2016, the proportion of procurement from foreign manufacturers increased from 0.4% to 17 %. Also, from 2011 to 2015, the main share of the savings in the purchase of UNITS on average was 51 %.This rate is influenced by three key factors: the increase in the purchase on direct contracts, the exclusion of intermediaries from the chain of procurement and introduction of new forms of contracts.

"SK-pharmacy" give every assistance in the development of domestic manufacturers of medicines. In 2016 the volume of natural expressions is 75 %, where the remaining 25% is distributed on imported medicines. Inmonetaryterms, thedomesticpharmaceuticalmanufacturersamount 23 %. It should be added that the support of domestic pharmaceutical products is a priority policy of the President ofRepublic of Kazakhstan NursultanNazarbayev. Careful attention is paid to increase of the share of Kazakhstani companies in the pharmaceutical sector;a tremendous support is given to domestic manufacturers through the improvement of the legislation.

NurzhanAlibayev explained that 18 contracts with 15 manufacturers were concluded, and that is more than 1000 kinds of medicines. This work on procurements, on direct and long-term contracts continues, which will lead to the increase in the share of domestic manufacturers.Moreover, support of Kazakhstani manufacturers from “SK-Pharmacy”is enclosed in the framework of pricing and simplifies the multiple procedures, which includes public procurement process. "For 2016 in Kazakhstan there are 24 domestic pharmaceutical plants. The products of these companies include more than 200 titles: antibiotics and other important drugs," adds the speaker.

As a result of coordinated activities of a single distributor "SK-pharmacy" under the state benefit package was supplied in 1063 medical organizations in the country. For the period from 2009 to 2016 the total savings amounted to 41.9 billion tenge. It is important to note that the savings were achieved through centralization of procurement, auction for a price reduction, and direct purchase from manufacturers.One of the advantages of the purchasescheme is its transparency. Deputy Chairman of RPE "Atameken" YuliaYakupbaevaemphasized that there is a quality dialogue and fruitful cooperation between the business community and the competent authorities, namely by concluding long-term contracts increased localization in Kazakhstan.

"Long-term contract proved to be one of the most effective forms of public-private partnership. According to the results of 2014 13 long-term contracts for the supply of medicines and medical products were concluded. In March 2016 - 7 contracts for 93 items were made. Also, [were concluded] 4 long-term contracts for the supply of medical equipment for 99 articles" - added the speaker.

YuliaYakupbaeva noted that due to the practice of localization, about 10 production sites received a certificate GnP. According to its forecasts, over the next five years it is expected to attract about 54 billion tenge in the domestic pharmaceutical sector. "In cooperation with RPE "Atameken" and the various business associations succeeded to create equal conditions for those companies that have received GnP for the local standard. The national chamber continues to work with the Commission for the supervision of the complaints of customers", - said the speaker.
