Yesterday, "round table" have been carried out by JSC Kazakhstan Center of Public-private Partnership of MNE in Almaty with the Japanese and South Korean medical operators, for discussion of questions of cooperation and a possibility of implementation of projects of PPP on a form of trust management in health sector. Representatives of local executive bodies have also been invited to a meeting, BNews.kz reported.
The general tendency such is that today Kazakhstan citizens prefer to undergo diagnostics and to be treated in clinics the countries of Europe and East Asia. Therefore, the idea of the transfer of state hospitals and policlinics in management to experts from these countries is considered the most perspective, the press service of JSC Kazakhstan Center of Public-private Partnership informs.
"For a long time we tried to advance the idea of partnership among the state hospitals and business. In our opinion, at the moment the most effective model of work is a trust management: when the health care facility isn't sold to investors, and charge to conduct management," the vice chairman of the board of JSC Kazakhstan PPP Center Galymbek Mamrayev noted.
Participants of a meeting have allocated several basic moments of such type of cooperation. If the foreign company takes in trust management hospital within PPP, she has the right to equip it with the latest oborudovaniye, to reconstruct or reconstruct under requirements of modern medicine.
"Here it is necessary to make a note," the vice-president of the front office of the center Erlan Zhakin specifies. "We don't plan to transfer to private hands all state objects. First, it is necessary to define criteria for selection of clinics which will turn into trust management. Perhaps, it will be those objects where it is necessary to resolve issues with management of clinic. Or institutions in which medical services are rendered not properly. The objects which are in great demand at the population, but where our Kazakhstan companies can't adjust activity of the medical enterprise so far also can be included in this list. Therefore we also invite the foreign companies capable at the professional level to lift management of domestic medical institutions."
Erlan Zhakin emphasizes that foreign investors will come to Kazakhstan not with the purpose to take jobs of local doctors and managers. Their task – to share experience and to train our experts. As a result joint efforts will achieve the objectives – the local population will begin to receive better services.
